AB  - It was worked out scientific-theoretical and methodological foundations of the prioritization of innovative development of the national economy using the scientometric means, official statistics concerning the behavior of the separate components of the scientific and technological potential and outcomes of forecasting analytical researches. Mentioned above made it possible to minimize the influence of human factor on this process.
